This paper suggests that construction quality supervision institution can solve the present problems in work from entrusting to authorizing to execute law, from collecting fees to collecting taxes, from item supervision to zone supervision, and set up an efficient staffs of construction quality supervision.
本文提出工程质量监督机构通过“变委托执法为授权执法、变收费为收税、变项目监督为区域监督、建立精干高效的质监队伍”,来解决当前困扰工程质量监督工作的一些问题。
